* 9:26 pm - Sen President Cullerton did not want to discuss the temp budget at first, but he gets sucked into a short conversation about the temp budget and the FY 2011 budget hole…


* 9:30 pm - Leader Radogno does not think it is possible to really predict the size of next years budget hole right now, but it won’t be pretty…


* 9:30 pm - Leader Radogno is happy that the a tax hike was not included in the temp budget and continues to push ethics and fiscal reforms…

    melissahahn: Gov. Quinn says he’ll sign the budget bills as soon as he gets them (good news). Then it’ll be time to decide layoffs (bad news).

    President Cullerton is one of the few true leaders to emerge from this crummy session. I hope his steady, practical, democratic-with-a-small-d style catches on in Springfield. And he’s got a good bunch behind him in his caucus.

    melissahahn Quinn just signed the budget bill that will allow payroll, so state workers will get hard copy checks tomorrow (Thursday).

    At around 2:41 of the second video, Quinn says how layoffs can be negotiated with AFSCME et al. He said that furlough days and no contractual pay raises can prevent layoffs.

    Should the Union conduct a poll with its members to decide which of the cuts to negotiate or should it act like parents and do what it thinks is right for us whether we like it or not? I want to see what voice the rank and file members have in all of this.

    This statement is made without access to Public Acts on ilga.gov, just access to amendments that “delete and replace,” but it seems Public Acts 96-0044 and 96-0045 transfer identical amounts from special funds to GRF. Anyone else read this? Anyone access to the Public Acts.

    Followup - many non GRF budgets are contained in HB 2206. For example, the Fire Marshal. As of midnight, it had not been signed, and no news notices about it being signed. Anyone else have any news?

    Smitty, SB1912 has the funds sweeps particulars. In light of the Burr Oak problem, it is interesting to note that the GA is sweeping $658,000 from the Cemetery Consumer Protection Fund.
